As a result of the license runnning to the end of the month, the new one will run from the beginning of the following month. For example, buy a license on 28th June 2007, and it will run until 31st of May 2008. The replacement license will then run from 1st June 2008, until 31st May 2009, thus getting the full 12 months. The same is also true for Car Tax. You are forgetting that this only happens once, during the first year.
